WHAT IS Ohio House Bill 29?

Ohio House Bill 29 (HB29) is simple but powerful

It ensures free access to menstrual hygiene products for incarcerated women in Ohio jails and prisons.

Right now, far too many incarcerated women are forced to ration pads, create makeshift tampons, or go without altogether. Some receive only 2-3 pads per month. That’s not just unsanitary. That’s inhumane.

HB29 recognizes that menstrual care is health care. It mandates that all correctional facilities provide adequate, free menstrual products to those who need them. No questions asked.

Why It MatterS?

  • Access to hygiene is a human right

  • Denying menstrual products is a form of control and humiliation

  • Passing HB29 is one step toward a justice system that recognizes the full humanity of incarcerated people
